Um, ok. Let's start at the beginning.
Yes, this is normal. GW defaults to low-priority every time you switch windows to another program. No, this cannot be changed, whether you manually set it at the Running Processes List or not. Rest assured, when you play the game, it is running at "Normal" priority and will not significantly degrade your play experience.
Once again... this is normal.
darklord, I understand your concern. I encountered this oddity while trying to make my computer run GW faster. The solution, if you're having problems, is to increase your computer's memory, or check your router's ports or firewall. There are other threads concerning those topics.

There really is no logical reason to do this, unless one is searching for alt-tab hack applications or memeory hash cross referencing. You lose. again.

What? How about posting on a forum while standing idle in the game? Seriously, lay off, and remove that huge chip off your shoulder.

SOT, LOL!
Lasareth; No you're wrong, every game is supposed to run at a normal priority. This is a glitch/exploit or simply an in-game bug. Why?
Because when you start GW, it's normal priority and when you log-in and play it's on LOW!

Seriously, I'd be interested in knowing what it matters what the priority is?
The priority is something which tells the OS how important it is that a process gets CPU when it asks for it, ie you don't want PIO calls having to wait, whereas it doesn't really matter if Minesweeper has to wait for Norton Antivirus to do a sweep.
If guildwars game client sets itself to low priority, that's probably because it doesn't need any higher.
BTW, if you guys open the task manager you can set priority of tasks manually.
One thing I've noticed, though, is that sometimes when GW is closed during loading or patching, it may crash without exiting, and the process can't be killed, meaning you'll have GW.exe in the task list until you restart the computer. This is probably a bug in GW's housekeeping routines.
